AI Contract Overview
The solicitation SPE4A5-26-T-131Z seeks 65 wiper rings, NSN 5330-01-211-7816, under a simplified acquisition framework with a firm-fixed-price structure, as indicated by applicable FAR clauses and the absence of cost-reimbursable or IDIQ indicators. Delivery is required 171 days after order placement, with FOB origin terms, and acceptance occurs at the destination under government responsibility. The item is explicitly excluded from the First Destination Packaging Program and is not eligible for standard commercial packaging, requiring compliance with MIL-DTL-117, Type II, Class C, Style 1, and MIL-STD-2073-1E for packaging and preservation using Clng/Dry methods with no additional preservation, wrap, or cushioning materials. Marking must adhere strictly to MIL-STD-129, including proper NSN and contractual identifiers, with no special marking codes required unless radioactive materials are involved, in which case specific labeling thresholds apply. Quality assurance mandates sampling per MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based plan, with zero non-conformances required unless otherwise specified; attributes must be classified and verified at designated levels, and MIL-STD-105/ASQ Z1.4 may be used only for lot sizing, not acceptance. Technical and quality requirements identified by 'R' or 'I' numbers from the DLA Master List are fully incorporated and control over any conflicting specification standards. The contract prohibits the use or incorporation of Class I ozone-depleting chemicals, superseding all other specification requirements but not negating product performance obligations, with non-authorized substitutes requiring prior approval. Electronic invoicing through WAWF is mandatory, and all offerors must maintain an active Unique Entity ID and CAGE code, with specific representations for small business status, veteran-owned status, and any involvement in covered defense telecommunications equipment or services requiring additional disclosures. Cybersecurity compliance with NIST SP 800-171 Rev. 1 is required, including development and submission of a System Security Plan and assessment data to the Supplier Performance Risk System. Hazardous materials must carry compliant labels and supporting Material Safety Data Sheets, with full disclosure and updates required during performance. All submissions must be made electronically via DIBBS by the May 20, 2026 deadline, with contract
