The contractor is required to draft pathogen and/or toxin risk assessments (RA) and Summary Basis for Recommendation (SBR), as appropriate, based on relevant scientific literature using the pathogen risk assessment (PRA) template, toxin risk assessment (TRA) template, and/or SBR template and guidance documents. RAs must be fully cited following the convention established in guidance documents. Data presented should be cited upon first use. RAs must reflect the risks to humans and, where applicable, the risks to animals. RAs should be concise, written in scientific language, and capture enough information for those reviewing the documents to understand the risks associated with the biological agent in question. As appropriate, completed TRAs should also be summarized using the SBR template. Following established processes, PRAs must make a risk group recommendation and TRAs must make a HPTA regulatory recommendation (inclusion/exclusion from schedule 1 of the HPTA). The term of any resulting contract is from date of contract award to March 31, 2026 inclusive, with the irrevocable option to extend for a contract term of two (2), one (1) year option periods.
