RIVER ROAD RESURFACING 2027 Project Description Project Location: River Road: 1,200 feet east of McHenry Avenue to Henry Road. See attached Vicinity Map. Project Justification: The original roadway of River Road from McHenry Avenue to Santa Fe Road was constructed in 1928 with 2 inches of oil rock and 4 inches of gravel. In 1974, the road from Santa Fe Road to Henry Road was constructed with 2 inches of Asphalt Concrete (AC). In 1973, the road was reconstructed from McHenry Avenue to Harrold Avenue with 0.25 feet of AC over 0.35 feet of Aggregate Base (AB). In 1975, the road was reconstructed from Harrold Avenue to Santa Fe Road with 0.25 feet of AC over 0.45 feet of AB. The road from McHenry Avenue to Santa Fe Road was resurfaced with 0.25 feet of AC in 2003. The road from McHenry Avenue to 1,187 feet east of McHenry Avenue was resurfaced in 2017. The existing roadway has been maintained with periodic chip seals with the most recent chip seal in 2022. The existing pavement in the project location consists of some rutting and transverse, longitudinal, and edge cracking throughout the project limits. Scope of Work: The project will consist of: 1. Resurfacing existing roadway on River Road (32 feet wide from 1,200 feet east of McHenry Avenue to Santa Fe Road and 25 feet wide from Santa Fe Road to Henry Road) with 0.25 Hot Mix Asphalt (HMA) (Type A). 2. Repairing pavement structural failure areas with full depth 0.50 feet of HMA (Type A). 3. Replenishing 4 feet wide Shoulder Backing: 2 feet (8%) and 2 feet to conform. 4. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform. 5. Constructing HMA (Type A) driveways. 6. Adjusting monument frames and covers. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily agricultural. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with this well-maintained road. Overall, there will be reduced maintenance concerns and more reliability within the project area.
