The Riverside Facilities Master Plan is an integrated strategic initiative managed by the Western Municipal Water District to evaluate and enhance the performance and capacity of potable water, recycled non-potable water, and wastewater systems within the Riverside Retail Service Area. The plan establishes a comprehensive framework for capital improvement projects designed to support future growth and development through 2050. These improvements include the installation of new pipelines and storage tanks, the construction of new booster pump stations, upgrades to existing lift stations and pumps, and the potential expansion of the Western Water Recycling Facility. Implementation is divided into priority near-term projects to be completed before 2030 and long-term projects scheduled from 2030 to 2050. To ensure compliance with environmental regulations, the Western Municipal Water District has conducted a Program Environmental Impact Report under the California Environmental Quality Act to assess potential impacts on air quality, biological resources, and aesthetics. The project, identified by solicitation number 2022040268, has undergone a formal public review process with a notice of availability issued in September 2026. The master plan serves as a guiding document for the district to implement critical infrastructure upgrades and mitigation measures necessary to maintain water system reliability and capacity for the Riverside region.
