The 137th Special Operations Wing (137 SOW) announces its intent to award a Firm-Fixed-Price purchase order on a sole-source basis to Riversport OKC for a teambuilding event. 


The 137 SOW Preservation of the Force and Family (POTFF) program requires a professionally facilitated, off-site team-building event to foster unit cohesion, communication, and resilience among service members.


To meet the mission's objectives, the Government requires a turnkey, commercial solution within the local Oklahoma City metropolitan area that includes:


  • Exclusive access to a professional rowing and paddling facility.

  • A guided, hands-on curriculum utilizing specific watercraft (e.g., multi-person Dragon Boats on the Oklahoma River) or specialized indoor athletic equipment (e.g., indoor rowing tanks and ergometers).

  • All necessary safety gear, safety briefings, and professional facilitation.

  • A catered meal provided on-site for all participants.


The intended vendor is the only known local commercial entity that possesses the necessary riverfront infrastructure, specialized aquatic training equipment, and established team-building curriculum required for this event.
