Solicitation SPE4A6-27-T-6860 is a fixed-price contract issued by the DLA Weapons Support ASC Commodities Division for the procurement of 37 blind rivets, identified by NSN 5320-01-685-3123. The items are to be delivered to Tinker AFB, Oklahoma, with a required delivery date of June 3, 2025, under FOB Destination terms. The procurement is part of the First Destination Transportation program to optimize shipping costs. The contract mandates strict adherence to quality and technical standards, with the DLA Master List of Technical and Quality Requirements taking precedence over ASTM D3951 packaging standards. Marking and labeling must comply with MIL-STD-129, and palletization must follow RP001 requirements. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring contractors to have approved JCP certification and specific DLA authorizations. Compliance requirements include adherence to the Buy American Act, Berry Amendment, and DFARS cybersecurity standards for safeguarding covered defense information. Invoicing and receiving reports must be processed electronically through the Wide Area WorkFlow system. Offerors are encouraged to provide quantity ranges in their DIBBS quotes to account for demand volatility. Item Unique Identification is not required for this specific order.
