This contract is for the procurement of 1,122 solid rivets identified by part number MS20426D6-20 and NSN 5320-00-117-6414, manufactured in accordance with the current revision of the non-government standard NASM20426 and classified as a critical application item. All hardware must conform to the most current revision of the specification effective from the date of solicitation, though previously manufactured items produced under prior valid revisions remain acceptable. Inspection and acceptance occur at the origin, requiring the manufacturer’s quality system to meet SAE AS9003 or ISO 9001 tailored to SAE AS9003 standards. Sampling must comply with MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based plan, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively; unspecified attributes are treated as major. Acceptance requires zero nonconformances if MIL-STD-105/ASQ Z1.4 is used for sample size determination. Packaging must adhere to ASTM D3951, but DLA’s Master List of Technical and Quality Requirements takes precedence, with labeling and marking required per MIL-STD-129 and palletization in compliance with RP001. The unit of issue is each, with no quantity variance permitted, and delivery is FOB origin with a 170-day ADO, targeting a need ship date of November 23, 2026, and original delivery date of November 22, 2026. Payment must be submitted electronically via Wide Area Workflow, with invoices and receiving reports required for fixed-price line items. The contract includes provisions prohibiting hexavalent chromium, toxic/hazardous material storage/disposal, mandatory arbitration, and acquisition from Communist Chinese military companies.
