This contract establishes a Blanket Purchase Agreement (BPA) for road maintenance services on USDA Forest Service roads throughout multiple national forests and federal lands in Washington State. It is designed to provide a long-term sourcing mechanism over a 10-year period with a maximum cumulative ceiling of $7.5 million. The roads covered include a variety of forest highways, development roads, and parkways across several ranger districts within the Colville, Gifford-Pinchot, Mt. Baker-Snoqualmie, Okanogan-Wenatchee, and Olympic National Forests. Contractors must select at least one forest or district to be considered for award, and the BPA supports both routine and emergency maintenance needs, with emergency projects requiring rapid response following natural disasters or catastrophic failures. The BPA utilizes firm-fixed-price contracts for individual calls, placing full cost responsibility on the contractor and ensuring stable pricing regardless of actual costs incurred. Contract scope includes diverse maintenance tasks such as snow removal, surface maintenance and stabilization, drainage system upkeep, hazard removal, and sign maintenance, governed by detailed USDA Forest Service specifications. Awards are based on evaluation factors such as experience, past performance, personnel, forest selection, equipment, and price under a total small business set-aside. Purchases typically fall below the Simplified Acquisition Threshold but may exceed it under specific procedures. Authorized USDA Forest Service agents will solicit and award contracts, maintaining stringent confidentiality to protect business interests and acquisition integrity. The solicitation process commenced in June 2022 with a 30-day response window.

The roads generally include forest highways, forest development roads, and parkways. The intent of this BPA is to provide a long-term, contractual solution for multiple Region 6 forests to use for their respective year-to-year road maintenance requirements. These actions may be required to restore essential travel, protect facilities, or minimize damage. The contractor may be required to travel to the site of the damage to obtain project information.
