The Town invites sealed bids from qualified asphalt paving contractors to mill existing pavement and install hot-mix asphalt overlays on the four roads listed below. The Town may award all roads together, individual roads, or any combination, subject to funding and its best interests. The Town may reject any or all proposals, waive nonmaterial informalities, seek clarifications, and verify qualifications. Price is the largest factor, but the lowest price is not necessarily the successful proposal. Bids remain valid for 60 days after opening.

On-Call - Project Management Oversight Services
Solicitation # 013-OC.PMO30
The University of Connecticut is seeking qualified companies for an on-call professional services program to provide Project Management Oversight Services for vertical and horizontal construction projects. This program covers the Storrs, Regional, and UConn Health campuses, as well as other university properties. The scope of work includes program and project management, document and records management, cost estimating, scheduling, construction inspection, and serving as the owner's representative from the design phase through construction close-out. This is a Quality-Based Selection process where the university may make multiple awards. While there is no guaranteed total contract value, individual assignments will not exceed 1 million dollars. Proposals must be submitted through the HuskyBuy Portal by November 5, 2026. Required documentation includes a narrative of the project approach, a previous relevant experience form, resumes for key personnel such as Senior Project Managers, Project Managers, and Cost Estimators, an hourly rate form, and an executed SEEC Form 10. Preferred qualifications include professional architectural or engineering firm licenses, as well as LEED AP, CCM, or PMP certifications for team members. Once a master agreement is established, specific assignments will be awarded based on project complexity, past performance, staff resources, current workload, and fee proposals. Individual assignments may be structured as lump sum fixed fees or based on hourly rates.
