Sealed Proposals for the Hopeland Sanitary Sewer I&I Manhole & Sanitary Sewer Line Rehab Project will be received online via the PennBid Program by Clay Township, Lancaster County, until 11:00 a.m. prevailing time on July 8, 2026. At that time, proposals will be publicly opened and read aloud at the Clay Township Engineer’s Office, Hanover Engineering Associates, Inc. 1438 W Main St STE E, Ephrata, PA 17522.
A pre-bid conference will be held at 1:00 PM at the Clay Township’s office, located at 870 Durlach Road, Stevens PA 17578 on June 25, 2026. All prospective bidders are encouraged to attend. Final questions are due no later than 12:00 p.m. on June 30, 2026. A final addendum, if necessary, will be issued by 3:00 p.m. on July 1, 2026.
The Work will include, but will not necessarily be limited to, providing all equipment, materials, labor, supervision, and testing services for the Hopeland Sanitary Sewer I&I Manhole & Sanitary Sewer Line Rehab as further described in the Contract Documents. All Bid Documents and details are available at no cost online at www.PennBid.net
Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier’s check, or other security acceptable, to the Owner in the amount of 10% of the total Base Bid.
Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period. A Non Collusion Affidavit is required. Performance security in the amount of 100% of the contract price will be required. This Project is subject to the Pennsylvania Prevailing Wage Act conditions. This Project is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions. This Project is subject to Pennsylvania Act 287 of 1974, as amended by Act 172 of 1986, as amended by Act 38 of 1991, as amended by Act 187 of 1996, as amended by Act 181 of 2006. This Project is subject to the Architectural Barriers Act of 1968; Section 504 of the Rehabilitation Act of 1973; Universal Accessibility Act, PA Act 235 of 1965, as amended; and, Americans with Disabilities Act of 1990, as amended. This Project is subject to the Public Works Employment Verification Act. This Contract is subject to Pennsylvania Human Relations Act 222 conditions. This Contract is subject to the non-discrimination in Employment/Contract Compliance Regulations Conditions.
