Rodent Rack and Caging

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-22-181 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2022-06. The North American Industry Classification (NAICS) Code is 326199 and the business size standard is 750e. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The caging systems are specifically designed and constructed for housing laboratory animals in disease free conditions by individually ventilating each cage with HEPA filtered air. The cages are made of special synthetic plastics that allows them to be disinfected with chemicals at very high temperatures and able to withstand sterilization by steam autoclaving. This procurement is needed to accommodate requests to increase the current caging capacity in the Animal Center to allow for an increased animal census for new Principal Investigators. Also, for replacement parts and pieces needed to replace existing broken or damaged equipment due to normal wear and tear of the mouse caging and housing systems currently in use to support the Program of Animal Care and Use. For consistency and reliability regarding the research and behavioral testing it is very important to use the same type of caging and accessories that has been used for the last 15+ years in order to achieve the same concept learned from previous experiences using the same equipment. The caging needed must be compatible with existing model 1145T cages, Top Flow Filter Tops and wire bar lids as well as with any of the 36 existing ventilated animal holding racks in use in the Animal Center. Replacement parts must be compatible with existing equipment, and the parts are proprietary to one vendor/Tecniplast USA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer.
