1.0 INTRODUCTION & PURPOSE


The Air Force Nuclear Weapons Center (AFNWC), Combatant Command C2 Division (NCC), is seeking information from potential sources capable of providing a robust and secure Commercial Solutions for Classified (CSfC) Wide Area Network (WAN) to extend its Rogue Blue Software (RBS) development platform network. The goal is to connect locally hosted development platforms to multiple CONUS locations, including Federal facilities, contracting partner facilities, and commercial/Federal Cloud Service Provider (CSP) datacenters.


This RFI is issued for market research and planning purposes only and does not constitute a solicitation. The Government will not award a contract based on this RFI.


2.0 BACKGROUND


AFNWC/NCCR requires a capability to extend its development platform networks using WAN services that provide controlled, monitored, protected, and encrypted connections for each desired endpoint. The initial requirement focuses on establishing connectivity between two primary locations and their respective network gateways, with the potential for future expansion.


3.0 SCOPE OF WORK


The scope involves providing fully managed, end-to-end WAN services. The initial requirement is for two separate 1Gbps Ethernet Private Line (EPL) services connecting the following locations:


    • Offutt AFB (900 SAC Blvd, Bldg 1000, Offutt AFB, NE 68113)
    • EGLIN AFB (201 West Eglin Blvd, Eglin Air Force Base FL 32542)

The solution must be architected to traverse an EGSNet/L2VPN/EVPN for secure network segmentation and connectivity.


4.0 REQUIREMENTS


Provided solutions must meet the following Key Performance Parameters (KPPs) and Key System Attributes (KSAs). Respondents should indicate their ability to meet each requirement.


4.1 Key Performance Parameters (KPPs)


  • KPP-1 (Security): The network extension must be protected by a virtualized private network (VPN) with valid encryption approved for use in IPsec by the NSA Commercial Solutions for Classified (CSfC) program.
  • KPP-2 (Monitoring): The service must be monitored by a 24/7/365 Network Operations Center (NOC) or Secure NOC (SecNOC).
  • KPP-3 (Connectivity): The solution must be capable of connecting to multiple CONUS endpoints and Federal CSP endpoints.
  • KPP-4 (Implementation Timeline): The time to implement the extension must not exceed 6 months from connection submission.
  • KPP-5 (Network Speed): The service provider must be able to provide a minimum of 1Gbps network speeds for connections.

4.2 Key System Attributes (KSAs)


  • KSA-1 (Personnel): Security services must be operated by government-cleared personnel.
  • KSA-2 (Scalability): The solution shall provide graded bandwidth expansion capabilities to meet future network demands.

4.3 Constraints


  • All physical equipment must be Trade Agreements Act (TAA) compliant.
  • The solution must be compliant with IPsec standards and requirements as outlined by the CSfC program.

5.0 INFORMATION REQUESTED FROM INDUSTRY


Please provide the following information in your response:


  1. Company Information: Company name, address, point of contact (name, title, phone, and email), CAGE code, and business size status.
  2. Capability Statement: A brief description of your company's capabilities to meet the requirements outlined in Section 4.0. Please describe your experience providing similar services to the Department of Defense (DoD) or other federal agencies.
  3. Technical Approach:
    • A high-level overview of your proposed technical solution.
    • Describe your approach to network monitoring, incident response, and sustainment.
    • Explain how your solution meets the CSfC encryption requirements.
    • Detail your network's reach and ability to connect to various CONUS locations and cloud providers.
  4. Implementation Timeline: An estimated timeline for the delivery and installation of the two services described in Section 3.0.
  5. Rough Order of Magnitude (ROM): A non-binding ROM for the required services, broken down by Monthly Recurring Costs (MRC) and Non-Recurring Costs (NRC) for a 12-month period of performance. Please also include estimates for potential option periods. If possible, please also include estimates and/or contract terms for potential location expansion options. All information provided under this paragraph is for market research purposes only.
  6. Government-Cleared Personnel: Please confirm your ability to provide cleared personnel for security services and describe your facility clearance level, if any.

6.0 SUBMISSION INSTRUCTIONS


Interested parties shall submit their responses to this RFI no later than 09 June 2026 – 12:00 pm EST. Please ensure all submissions are formatted for clarity and address the specific technical criteria outlined in this document.


6.1 Page Format and Limitations


Responses to this RFI shall be in a format readable by Microsoft Office 2016 applications or Adobe Acrobat DC. The proposal text shall be single-spaced, on an 8 ½ x 11 sheet with a minimum one-inch margin all around. Font shall be no less than Times New Roman 10 pt. Graphics and Tables may be Times New Roman 9 pt. The maximum page limit is five (5) pages for the entire response. Pages shall be numbered sequentially by volume.
