Naval Air Warfare Center Weapons Division, China Lake CA, intends to procure on a Sole Source basis a Roll MOI System from Space Electronics DBA Raptor Scientific, 81 Fuller Way, Berlin, CT 06037, in accordance with FAR 6.103-1. The Contractor shall provide the following:1. Roll Axis MOI FixtureRoll MOI Fixture, mounting hardware to interface with the KSR6000 machine and operator manual2. Model KSR6000 CG and MOI InstrumentMachine to support and measure payloads within specified capacity; certified calibration weights and distances traceable to NIST; Windows desktop computer system with printer; standard Windows operating software for fully automated mass properties measurement including calibration and report generation; all necessary interfaces and interconnecting cables; operating manual and support documentation.3. Installation and Operator TrainingTechnician at your facility to assemble, adjust and test the KSR6000 and Roll MOI Fixture. When the installation iscomplete, our technician will demonstrate that the system meets the published specifications and provide instructions to the customer personnel.The solicitation or Request for Proposal (RFP) will be posted in Contract Opportunities on the SAM website at https://sam.gov/ on or about 08/15/2026. Interested firms must be registered in the System for Award Management (SAM) database at https://sam.gov/ to start doing business with the federal government. Written responses to this notice shall be submitted by e-mail to the point(s) of contact listed below no later than 15 days from this notice date. (POCs information auto-populates via table above.) A Cyber Maturity Model Certification (CMMC) Level (N/A (1 (FCI Self), 2 (CUI Self), 2 (C3PAO), 3 (DIBCAC)) is anticipated for this requirement.
