This contract solicitation, titled "ROLL TRIM ACTUATOR," issued by the Department of Defense's DLA Aviation office in Philadelphia, seeks proposals for newly manufactured spare parts only, explicitly excluding refurbished or remanufactured items. The solicitation is in response to a requirement for Foreign Military Sales (FMS) customers, where the assets remain under ownership of the FMS countries and are delivered to a U.S. freight forwarder for overseas shipment. Government source approval is mandatory; proposals from non-approved suppliers will be rejected as technically unacceptable. Distributors representing approved sources must submit authorized distributor letters on the manufacturer’s letterhead at the time of proposal submission. The solicitation includes numerous contractual provisions addressing quality, inspection, pricing integrity, equal opportunity, warranty, transportation, and compliance with Buy American and Free Trade Agreements. It incorporates clauses related to Critical Safety Items, contractor business systems, and requires adherence to specific government regulations like DFARS. Importantly, the contract waives mandatory DoD tracking and item unique identification requirements for these non-CLSSA FMS spares, as they will not enter the DoD supply chain. The response deadline is March 23, 2026, and all communications are to be directed to the designated point of contact at the Philadelphia office.
