The Government has identified unauthorized restrictive markings on seven blueprint drawings associated with the Airborne Launch Control Systems, originally developed under contracts issued to GTE by Rolm Corporation. These drawings, numbered 16-200901, 78-115493, 200959-05_0B6J0, 200972-03_0B6J0, 201049-01_14345, 201050-01_14345, and 201050-02_14345, are believed to have been abandoned by the original contractor, and the Government is asserting its right to demand clear and convincing evidence that any restricted or limited rights markings were properly authorized under the original contract terms. If the owner or contractor fails to respond within sixty days to the Government’s inquiry or fails to substantiate the legitimacy of the markings within that timeframe, the Government will cancel, ignore, or remove any unauthorized markings without further notice. Upon such removal, the technical data embodied in these drawings will be deemed to be owned by the Government with unlimited rights as defined by DFARS 252.227-7013, granting unrestricted use, duplication, disclosure, and permission to others for any purpose. The drawings trace back to specific procurements from the 1980s under contract numbers F04704-83-C-0032 and F04704-85-C-0066, and the notice is issued by the Department of Defense at Hill Air Force Base, with a response deadline of July 6, 2026.

Flight Test, Telemetry and Termination (FT3) Flight Test Kit Production
Solicitation # FA821426RB004
The Department of the Air Force, through the Air Force Nuclear Weapons Center, is soliciting the production and delivery of twenty-five flight test kit replenishment spares for the Flight Test, Telemetry, and Termination (FT3) Program. These kits, which include a Flight Destruct System and an Integrated Instrumentation System, are critical for the Air Force Global Strike Command Minuteman III Intercontinental Ballistic Missile Force Development Evaluation Operational Test Launch Program. The government intends to award this as a sole-source, firm-fixed-price contract to The Boeing Company, citing their unique technical data and manufacturing infrastructure as essential to avoid significant cost duplications and schedule delays. The total estimated program value is approximately 955 million dollars, with a period of performance spanning from October 2027 through September 2035. The contractor is responsible for the assembly, testing, and just-in-time delivery of the kits to Vandenberg Space Force Base, California, precisely 120 days prior to scheduled launches, with the first delivery expected in January 2032. Technical compliance is required under Range Commanders Council standards RCC-319 and RCC-324, and the contractor must adhere to strict quality control, packaging, and operations security protocols. Final acceptance testing and certification for flight will be conducted by government personnel at Vandenberg Space Force Base. The contract also mandates the use of Wide Area WorkFlow for invoicing and requires the implementation of subcontracting plans that include service-disabled veteran-owned small businesses and HubZone entities.
