ROOF REPLACEMENT

The Department of Homeland Security, through Base Cape Cod, is soliciting a total small business set-aside contract for the replacement of the roofing system at 5378 Lindberg Street, USCG Base Cape Cod Housing units in Bourne, Massachusetts. The contractor is required to provide all personnel, equipment, materials, and supervision to install a new fully adhered .060 EPDM rubber membrane roofing system over the existing structure. Key technical requirements include the installation of a tapered insulation board system, perimeter edge nailers, white aluminum edge metal, and new drain covers and fascia systems. The scope also includes replacing chimney aluminum flashing and flues, as well as performing 192 square feet of plywood sheathing repair and 20 linear feet of soffit vent repair. All materials must comply with Massachusetts VOC emission limits per 310 CMR 7.00 and 7.18(30). The project must be completed, including site cleanup and final acceptance by the Contracting Officer's Representative, within 45 calendar days of the Notice to Proceed. The contractor must adhere to Davis-Bacon Act wage determinations for Barnstable County and provide a one-year warranty from the date of final acceptance. Strict security protocols are in place, requiring all personnel to undergo NCIC background checks and possess valid Real ID driver's licenses for base access. On-site requirements include a designated English-speaking supervisor and compliance with OSHA regulations and Joint Base Cape Cod Fire Prevention Standard 911-1. Payment is subject to maintaining active registration in the System for Award Management.
