The Rosebud Lift Station Construction project is a firm-fixed-price, total small business set-aside solicitation under NAICS code 237110 with a contract value estimated between $500,000 and $1,000,000, requiring full replacement of the existing wastewater lift station serving the Rosebud Hospital complex and associated tribal program buildings in Rosebud, South Dakota. The project involves demolition of the aging infrastructure—including the wet well, dry well, pumps, and piping—and construction of a new lift station featuring a reinforced wet well, dry well, chopper pumps capable of handling debris-laden wastewater, a force main connection, and an automated control system to monitor flow and equipment performance. The scope includes site preparation, erosion control, trenching, excavation, backfill, grading, paving, fencing, and restoration, all to be completed within 240 calendar days. Amendments to the solicitation have updated pump specifications, increasing capacity from 95 gpm to 125 gpm and total dynamic head from 63 feet to 80 feet, and added a geotechnical report from 300 feet off-site to support design decisions. All work must adhere to strict material standards, requiring new equipment delivered in original manufacturer packaging, appropriate markings on pipes and fittings, and storage in dry, protected areas. The procurement follows a Lowest Price Technically Acceptable (LPTA) evaluation process, where proposals are first assessed for technical acceptability and past performance—each a mandatory pass/fail gate—with the lowest-priced technically acceptable offer receiving award. Technical acceptability requires demonstration of at least one completed sewage lift station replacement within the last five years, along with a detailed technical approach and schedule. Past performance must reflect a consistent record of satisfactory work. Contractors must submit proposals electronically in PDF format under strict file size limits, with all submissions sent to the Contracting Officer and labeled with the solicitation number. Binding clauses include FAR 52.228-15 for performance and payment bonds, Buy American requirements, prevailing wage obligations under state determinations, and full compliance with anti-kickback, anti-lobbying, and trafficking in persons provisions. • Size Stdr: $45 million

Location: 1319 Soldier Creek Road, Rosebud, SD 57570 County: Todd

Construction Magnitude: Between $500,000 and $1,000,000

Contract Type: firm-fixed-priced

TERO: TERO is applicable. See Section H.50.

Goal: The existing lift station has been in place since the early 1990s. Since its creation the hospital anticipates increased expansion in the emergency department, added on Tribal programs (dialysis, detox, Tribal Health Administration Building), added on 19 more quarters units, and is anticipating adding an additional 23 quarters units. The existing pumps are facing replacement every 1-2 years due to the unanticipated growth, but due to the growth we need to consider increasing the capacity of the wet well. In addition to switching from standard submersible pumps to chopper pumps to accommodate the random objects that get flushed into the system. In July both pumps ended up failing and they had to not only replace the pumps but pay for sewage disposal to circumvent overflow.

A separate project is in the works to begin remediating/replacing damaged sewer mains due to inflow and infiltration.

This construction solicitation will require the full removal and replacement of the lift station for the Rosebud complex. The existing lift station provides wastewater service to the hospital quarters units, and several tribal program buildings. Once installation is complete the new lift station will take the full sanitary load for the area currently being serviced by the existing lift station and be sized to handle expansion in the future. Then the existing lift station consisting of the wet well, dry well, pumps and piping will be demolished. The new lift station will consist of a wet well, a dry well, installation of chopper pumps, and force main connection.  This project will also include a new control system to allow the facility to monitor flow into the lift station and the status of the equipment.

Brand Names: Where brand names are referenced, they establish a standard of quality and performance. Offerors may propose equal products that meet or exceed the specified functional and performance requirements. The Government will evaluate equality based on technical compatibility, performance, and integration with the system.
