Sealed Proposals for the Route 724/Peterman Road Intersection Improvements Project will be received online via the PennBid Program by East Coventry Township, Chester County until 11:00 a.m. prevailing time on August 9, 2024. At that time, proposals will be publicly opened and read aloud at the Project Engineer’s Office, Hanover Engineering Associates, Inc., 1438 West Main Street, Suite E, Ephrata, PA 17522. A pre-bid conference will be held at 1:00 p.m. at the East Coventry Township Municipal office, located at 855 Ellis Woods Road, Pottstown, PA 19465 on July 31, 2024. All prospective bidders are encouraged to attend. Final questions are due no later than 12:00 p.m. on August 2, 2024. A final addendum will be issued by 3:00 p.m. on August 6, 2024. The Work will include, but will not necessarily be limited to, providing all equipment, materials, labor, supervision, and testing services for the Route 724/Peterman Road Intersection Improvements project as further described in the Contract Documents. All Bid Documents and details are available at no cost online at https://pennbid.bonfirehub.com. Each proposal shall be accompanied by a Bid Bond in the required form, certified check, bank cashier’s check, or other security acceptable, to the Owner in the amount of 15% of the total Base Bid. Bids will be effective for 60 calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period. Bidders must Bid on all items listed on the Bid Form. All Bidders are required to establish proof of competency and responsibility, in accordance with 67 PA Code Chapter 457, Regulations Governing Pre-qualification of Prospective Bidders and PennDOT Form 408/2020, as supplemented and amended, Section 102. Subcontractors must prequalify in the same manner, if listed in the proposal or if Bidder subsequently undertakes the partial or total construction of one or more items of work. All Bidders and Subcontractors must be PennDOT pre-qualified for the work that they perform. This Project is subject to the Pennsylvania Prevailing Wage Act conditions. This Project is subject to the Federal Occupational Safety & Health Act of 1970 (OSHA) conditions. This Project is subject to Pennsylvania Act 287 of 1974, as amended by Act 172 of 1986, as amended by Act 38 of 1991, as amended by Act 187 of 1996.
