Routine Maintenance Program (Notification of Lake or Streambed Alteration, No. 1600-2018-0308-R3, Amendment 1)

The California Department of Fish and Wildlife, Region 3 - Bay Delta, has executed Lake and Streambed Alteration Agreement Notification No. 1600-2018-0308-R3, Amendment 1, with the City of Santa Rosa. This state-level agreement, authorized under Section 1602 of the Fish and Game Code, governs a routine maintenance program for various waterways in Sonoma County, including Austin, Badger, Coffee, Colgan, Countryside, Ducker, Finley, Kawana Springs, Laurel, Lornadell, Paulin, Poppy, Sierra Park, Spring, and Skyhawk Creeks. The project is classified as a statutory and categorical exemption under Class 1 of the California Code of Regulations, title 14, section 15301, as it involves the maintenance of existing facilities. The scope of work focuses on flood prevention, infrastructure functionality, and environmental protection through vegetation management, such as limbing, trimming, and the removal of dead trees, willows, and cattails. Additionally, the program includes sediment management around bridges, culverts, storm drain outlets, and diversion structures, as well as minor bridge and road repairs, stormwater outfall maintenance, and trash removal. Project oversight is managed by the California Department of Fish and Wildlife, with James Hansen serving as the primary environmental scientist and Jeremy Gundy representing the City of Santa Rosa as the project implementer.
