Royal Saudi Land Forces CH-47F and UH-60M Flight Training Devices

The U.S. Department of Defense, through the W6QK Acc-Orlando office, is conducting market research under a Sources Sought Notice for the design, development, production, delivery, and installation of two Flight Training Devices (FTDs) for the Royal Saudi Land Forces Aviation Corps: one CH-47F (Block I) FTD to be installed at Al Qassim, Saudi Arabia, and one UH-60M FTD to be installed at King Khalid Military City, Saudi Arabia. Both devices must meet FAA FTD Level 7 standards, accurately replicate the flight performance and characteristics of the Royal Saudi Land Forces-configured aircraft, and be equipped with NVG-compatible cockpits, high-resolution geo-specific visual databases, vibration cueing systems, and seat-integrated tactile cueing. The systems must adhere to Modular Open Systems Approach (MOSA) principles using open standards such as DIS and HLA, interoperate with legacy UH-60L OFT and AH-64Ev4 LCT trainers, and be engineered to withstand extreme environmental conditions including dust and sand ingress per MIL-STD-810H Method 510. Each location requires a minimum of two qualified Field Service Representatives and two Instructor/Pilots for installation, training, and ongoing support, with two years of on-site Contractor Logistics Support included and an option for one additional year per device. A complete technical data package and an integrated spare parts package sufficient to sustain two years of operations must be delivered. The effort is subject to strict compliance with International Traffic in Arms Regulations and the Arms Export Control Act, and no classified information may be included in submissions. While this is not a formal solicitation, the anticipated contract period of performance is five years beginning in the fourth quarter of FY27, with an NAICS code of 333310 and a size standard of 1,000 employees. Small businesses must address limitations on subcontracting and the nonmanufacturer rule, and provide workshare estimates between prime and subcontracted efforts.
