RR26-34 - Weather Station Maintenance Services

The State of Utah Division of Purchasing, on behalf of the Utah Army National Guard, is soliciting bids under solicitation number RR26-34 for the annual calibration and maintenance of two remote automated weather stations located at the Camp Williams Range Complex in Utah. The contract, lasting five years with no renewal options, will be awarded to the lowest responsive and responsible bidder based solely on the lowest annual cost for the comprehensive maintenance service, which must include all labor, equipment, parts, materials, travel, and fuel required to perform the work as defined in Attachment B – Scope of Work. The contract is governed by detailed standard terms and conditions, requiring strict compliance with federal and state laws, including adherence to Utah Code provisions on prohibition of economic boycotts, forced labor, and technology from restricted foreign entities. Contractors must certify participation in E-Verify for all new Utah-based hires and ensure subcontractors do the same, while also maintaining current workers’ compensation and commercial auto liability insurance with a minimum $1 million per occurrence limit for any vehicles used. All personnel working on state property must comply with site rules and may be subject to background checks. Confidentiality obligations are ongoing and extend beyond contract termination, with mandatory reporting of data breaches under the Utah Government Data Privacy Act. Invoices must be submitted within 30 days of delivery, include the contract number, and accurately reflect pricing; payments will be made within 30 days of receipt of a correct invoice via check, electronic transfer, or state purchasing card. Performance is time-sensitive with “time is of the essence,” and liability for damage or nonconformity remains with the contractor until final state inspection. The contract expressly prohibits assignment, subcontracting, or modifications to standard terms without prior written approval, and any deviation from solicitation requirements will result in disqualification. Records must be maintained for at least six years after final payment, and all advertising or publicity related to the contract requires state approval.
