RFI - TURNKEY INDUSTRIAL PLANT SYSTEMS & SUPPORT (TIPSS) (HAFB)
Solicitation # FA8227-27-RFI-TIPSS
The Ogden Air Logistics Complex at Hill Air Force Base, Utah, is issuing a Request for Information for a potential requirement titled Turnkey Industrial Plant Systems and Support. The objective is to identify industry partners capable of providing integrated turnkey Depot Industrial Plant Equipment systems and subsystems, such as paint booths, test stands, gap grinders, and thermal sprays, alongside comprehensive engineering services to support daily repair, modification, and maintenance missions. The government is considering a small business set-aside under NAICS code 541330 for Engineering Services. Key technical requirements include compliance with DOWI 8500.01 and DODI 8510.01 for cybersecurity and Authority to Operate efforts. Due to the nature of turnkey equipment solutions, the government emphasizes that contractors must possess significant upfront financial resources in accordance with FAR 9.104-1(a). Additionally, the requirement may necessitate security clearances and experience with government badging for access to restricted areas.
