AI Contract Overview
The contract specifies the procurement of a solid rubber sheet with precise technical characteristics: 36 inches square, 0.063 inch thick, with a minimum Shore Durometer A of 45.0 and a maximum of 55.0, featuring a smooth surface on both sides. The material must be synthetic rubber, free of asbestos as defined by FED-STD-313, and must not contain any intentional addition of mercury or mercury-containing compounds, except for specific exempted uses such as batteries, fluorescent lights, sensors, weapon systems, or NAVSEA-specified chemical reagents. Portable devices containing mercury must be shockproof and have a secondary containment boundary. The rubber sheet is classified as a Type I shelf life item, requiring at least 85% of its 12-month shelf life to remain at time of delivery, with cure and expiration dates clearly marked in calendar quarter and year per MIL-STD-129. The item must be marked every three feet with the specification number and revision letter, type and class, along with the quarter and year of cure or manufacture, in compliance with MIL-STD-190 for performance, legibility, color, and environmental resistance. Sampling and inspection must follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise stated, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements referenced on the DLA website, with revision control based on solicitation or award date depending on acquisition size. The item, identified by NSN 9320-00-641-3051, is solicited under SPE8E9-26-T-3275 with a single unit delivery requirement within 20 days ADO, and is subject to covered defense information protocols, with contractor certification of bare item marking compliance required prior to award.
