This contract is for the removal and replacement of failed rubberized roof sealant on Building 3574 at the Devens Reserve Forces Training Area in Massachusetts, under solicitation W15QKN26QA132. It is a Firm-Fixed-Price contract set aside entirely for Service-Disabled Veteran-Owned Small Businesses under NAICS code 238160, with a performance period of 20 working days beginning only after issuance of a formal Notice to Proceed. The work includes complete removal of the existing sealant, thorough surface preparation to ensure the area is dry, clean, and residue-free, and installation of new commercial-grade sealant over a 270 to 300 square foot under-eave perimeter. The contractor must supply all labor, equipment including a scissor lift, tools, materials, supervision, and transportation. A mandatory Davis-Bacon Act wage determination for Middlesex County, effective May 18, 2026, governs labor rates, and all proposed labor costs must meet or exceed these minimums. Proposals must be submitted electronically by 12:00 PM EST on July 2, 2026, with questions due by June 30, 2026, also via email. An amendment extended the proposal deadline to 4:00 PM EST on July 8, 2026. Offerors are strongly encouraged to conduct a site visit on June 25 or June 26, 2026, at 9:00 AM, and must submit a Fort Devens Visitor Pass request at least 48 hours in advance, including personally identifiable information such as SSN for access vetting. Post-award, the contractor must submit four technical documents—Rubberized Roof Sealant Replacement Plan, Warranty Management Plan, Manufacturer’s Instructions, and Operations and Maintenance Data—within ten business days of the Notice to Proceed. Physical work cannot begin until after submission approval and completion of a pre-construction conference. A detailed cost breakdown form is required, itemizing direct labor, materials, equipment, subcontractor costs, overhead, general and administrative expenses, and profit. Bonding, bid guarantees, and payment protections are waived, and the contractor must certify compliance with the Davis-Bacon wage determination in their pricing submission.
