The Massachusetts National Guard intends to award a sole source contract to a HUBZone vendor for the rubble pile reset of the Simulated Collapsed Structure Training Site at Camp Edwards in Bourne, Massachusetts. The project aims to create a realistic and challenging training environment for Search and Extraction teams to simulate natural disasters or domestic terrorism events. The selected contractor will be responsible for providing all necessary heavy equipment, labor, and construction materials to complete the reset prior to the start of scheduled exercises, which may include an initial site visit for planning and material identification. This action is being conducted under NAICS code 561320 and falls below the Simplified Acquisition Threshold. The notice serves as a synopsis of intent rather than a formal solicitation, as market research indicated a lack of multiple HUBZone small business concerns capable of meeting the statement of work. Managed by Contracting Officer Jonathan Carney, the proposed solicitation is numbered W912SV-19-R-0010 with a response deadline of April 11, 2019.
