Full Description

The Defense Health Agency (DHA) - Contracting Division - Defense Healthcare Management Systems (CD-DHMS), in support of the Program Executive Office for Defense Healthcare Management Systems (PEO DHMS) Joint Operational Medicine Information Systems (JOMIS) Program Office (PMO), intends to issue a sole source purchase order to, RUGGED SYSTEMS INC of POWAY, CA, for RUGGED PORTABLE SERVERS in support of its Operational Assessment being conducted on the soon to be delivered Healthcare Delivery Role 3 application. As described in FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The contemplated action described below is intended to be awarded under these circumstances. Multiple Agencies have begun the establishment of an electronic health record (EHR) to securely document, store, retrieve, share, and analyze information about individual patient care and enable a digital version of a patient's health record. This is a necessary step to provide state of the art care for our service members and veterans. To fully realize the benefits of EHR, the DoD, as executed by the JOMIS PMO, is implementing a Healthcare Delivery Knowledge Management Solution based on MHS GENESIS-Theater. JOMIS partners closely with CD-DHMS for awarding contract vehicles. Operational Medicine providers require solutions that enable bi-directional data flow, - fit-for-purpose, scalable, configurable, enabling healthcare delivery documentation, with clinical decision support (CDS) in the disconnected, intermittent and low-communications (DIL) environment. JOMIS mission is to deliver these capabilities, in particular, the HCD Modernization effort must provide fit for purpose, modular capabilities that enable the capture of data and transmission of data throughout the deployed continuum of care. This effort will address critical gaps to document preventative healthcare and patient encounters; manage patient data, ancillary data, and maintain patient visibility; and provide decision support to Health Service Support providers in austere environments. The HCD Role 3 solution will soon be ready for Government testing. In order to successfully test the solution, the Government requires representative hardware as that specified by the Military Services and deployed into their operational environments. Any other hardware would not provide accurate, meaningful test results, upon the which the Government can rely to deliver essential healthcare services in wartime. Therefore, the Government is seeking to issue a purchase order for four rugged portable servers on which to install the solution. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals. The Government reserves the right not to respond to any expressions of interest received. Any comments, questions, or concerns regarding this notice may be submitted IN WRITING via e-mail to Matthew Hudson, Contracting Officer at matthew.g.hudson2.civ@health.mil. No telephone responses will be accepted. Note that the email address in SAM.gov is outdated and any automated submissions from the SAM.gov portal will not be forwarded. Any submissions related to this notice must be emailed directly. Submissions will NOT be reimbursed by the Government and the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for informational purposes only. Any limited sources justification resulting from a decision to award the proposed sole source action will be posted on this website. All information received in response to this notice that is marked Proprietary will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Submissions will not be returned nor will the Government confirm receipt of submissions. In addition, respondents should be aware that the Government may utilize contractor support personnel from the below listed companies (under existing contracts) to review responses and information submitted. These companies and individual employees are bound contractually by Organizational Conflict of Interest and disclosure clauses with respect to proprietary information, and they will take all reasonable action necessary to preclude unauthorized use or disclosure of a respondent's proprietary data. Submissions MUST clearly state whether permission is granted allowing the program office support contractors identified below access to any proprietary information.
