AI Contract Overview
The Runway 18L-36R Rehabilitation project (Solicitation PA1721) at DFW International Airport is a unit price contract with an independent estimate of $171,397,597.00. The project has a total duration of 477 calendar days and is governed by the Rolling Owner Controlled Insurance Program (ROCIP) 3.0. Bidders must submit their proposals by January 15, 2026, and are strictly subject to a Cone of Silence from the date of advertisement until the contract award, meaning all communications must be directed solely to the designated contract administrator. A critical requirement of this solicitation is the Small Business Enterprise (SBE) goal of 20% for construction services. Prime contractors must submit a detailed schedule of subcontractors and a commitment form; those unable to meet the SBE goal must provide extensive documentation of Good Faith Efforts, including market research and negotiation logs, to avoid being deemed non-responsive. Additionally, bidders must provide a references and experiences form, including resumes for the Project Manager and Superintendent, and certify compliance with conflict of interest and contracting prohibition forms. Performance is subject to rigorous insurance and safety standards. Eligible contractors must enroll in the ROCIP, bidding their costs net of insurance, while excluded contractors must maintain independent coverage with A.M. Best ratings of A- Class VII or higher. Specific liability limits apply based on the work area, with higher requirements for those operating in the Secure Side or Air Operations Areas. All work must adhere to the DFW ROCIP Construction Safety and Health Guidelines, aiming for zero accidents and compliance with OSHA 29 CFR 1926.

Full Description
To enhance the opportunity for a successful RFB submission, the Airport highly encourages a representative from your company that will complete bidding documents including SBE forms and submittals for the bid, proposal or statement of qualifications to attend all pre-bid, pre-proposal or pre-qualification statement meetings. Cone of Silence - To ensure a proper and fair evaluation, the DFW International Airport has established a cone of silence applicable to all Competitive Selection Processes, including RFQs, RFPs and RFBs. The cone of silence is designed to protect the integrity of the procurement process by shielding it from undue influences. The cone of silence will be imposed on all Competitive Selection Processes beginning with advertisement for the same and ending with the Board’s selection for RFQs, RFPs or the Board’s award for a RFB. The Cone of Silence begins when the solicitation is advertised/released and ends after the contract/purchase order is awarded, noting that release of some information is restricted by law. Potential bidders/proposers shall not discuss any aspect of a released solicitation with Airport personnel with exception to the contract administrator/ buyer listed in the solicitation.
