This Request for Proposals (the “RFP”) is an invitation by Canoe Procurement Group of Canada (“Canoe”) to prospective vendors on behalf of its current and future members for the supply of Wholesale Food and Food Service Accessories as further described in PART B - RFP Particulars (the “Deliverables”). This RFP is issued by Canoe Procurement Group of Canada (Canoe) on behalf of itself, its current and future members as well as partner associations (including Civicinfo BC, Association of Manitoba Municipalities, Union of the Municipalities of New Brunswick, Municipalities Newfoundland & Labrador, Northwest Territories Association of Communities, Nova Scotia Federations of Municipalities, Nunavut Association of Municipalities, Local Authorities Services, Federation of PEI Municipalities, Saskatchewan Association of Rural Municipalities, Rural Municipalities of Alberta, Association of Yukon Communities). Canoe members also include Indigenous self-governing bodies, airport authorities, regional, local, district, and other forms of municipal government, municipal organizations, school boards, and publicly funded academic, health, and social service entities referred to as MASH sector, federal, provincial and territorial governments, crown corporations as well as any corporation or entity owned or controlled by one or more of the preceding entities. To ensure receipt of the latest information and updates via email regarding this solicitation, or if the Proponent has obtained this solicitation document from a third party, the onus is on the Proponents to create a Canoe Procurement Portal Vendor Account and register for this solicitation opportunity. Only proposals submitted through the Canoe Procurement Portal will be considered. Proposals are due no later than January 20th, 2026, at 3:00 p.m. Mountain Time, and late proposals will not be considered. Proposals must be in English. Only proposals submitted through the Canoe Procurement Portal will be considered. Proponent’s complete proposal must be submitted through the Canoe Procurement Portal no later than the date and time specified in the Procurement Portal. Any other form of proposal submission, whether electronic, paper, or otherwise, will not be considered by CANOE. Only complete proposals that are timely submitted through the CANOE Procurement Portal will be considered. Late proposals will not be considered. It is the Proponent’s sole responsibility to ensure that the proposal is received on time. The term of any resulting contract(s) awarded by CANOE under this solicitation will be 3 years plus an option for 2 additional years. Negotiations may be permitted. This request for proposals is subject to the applicable provisions of various trade agreements including Canadian Free Trade Agreement (CFTA) Chapter 5, Ontario-Quebec Trade and Cooperation Agreement, and Canada-European Union Comprehensive Economic and Trade Agreement (CETA) Chapter 19, New West Partnership Trade Agreement (NWPTA), Atlantic Trade and Procurement Partnership (ATPP), Ontario Broader Public Sector Procurement Directive as applicable.
