Engineer of Record Services

The City of Monroe, Oregon, is soliciting proposals under RFP-2026-02 for a qualified engineering firm to serve as the City Engineer of Record (EOR). This professional services agreement is for an initial three-year term, with the possibility of two one-year extensions, and is anticipated to be executed on October 26, 2026. The selected firm will provide general municipal engineering and technical support on an as-needed basis, with work authorized through individual task orders. The scope of work encompasses general municipal engineering, development and plan review for land use and construction, and comprehensive capital project services including design, permitting, and construction administration. To qualify, the proposed Engineer of Record must be a Professional Engineer licensed and in good standing in the State of Oregon, and the firm must be legally qualified to conduct business within the state. Proposals are due by September 25, 2026, at 5:00 PM PST and must be submitted electronically in PDF format. Evaluation is based on a 100-point system considering qualifications, experience, approach, and references. Compensation will be based on a submitted hourly rate schedule, although the contract does not guarantee a minimum amount of work. The selected firm must also maintain professional liability, commercial general liability, automobile liability, and workers compensation insurance.
