The project scope includes the rehabilitation of the rainwater catchment and water treatment systems, the replacement of Building 43 with a new metal building, and the replacement of Building 241 with a new open-air and CMU structure. Additional optional requirements include replacing the perimeter fence, repairing the water treatment system, and replacing ground catchment pavement. The project has a mandatory performance period of 610 calendar days, with primary CLINs scheduled from November 1, 2026, to July 3, 2028. Bidders must comply with the Davis-Bacon Act for prevailing wages and adhere to Buy American Act and Build America Buy America standards. Technical requirements include ADA compliance, the implementation of a Quality Control Plan, and adherence to specific environmental standards regarding ozone-depleting substances and recycled content. Due to the site's nature, the project involves Section 106 mitigation for historic buildings and requires careful construction phasing to ensure water production is not compromised.
