The Bureau of Reclamation's Missouri Basin Regional Office intends to award a sole source contract for law enforcement and security surveillance patrol services at the Nelson Reservoir, Dikes, and Recreation Complex in Phillips County, Montana. The selected contractor will be responsible for enforcing state and local laws, with a requirement for increased presence during periods of high recreational use. Due to the necessity of full arrest authority within the jurisdiction, the Phillips County Sheriff's Department has been identified as the only source capable of meeting the agency's Threat Condition Protection Measures. The anticipated contract structure consists of a 12-month base period with four additional 12-month option periods. The government expects to issue the formal request for quote around August 1, 2024, with a projected award date of September 12, 2024, and services commencing on September 22, 2024. While this is intended as a sole source procurement, interested vendors were invited to submit letters of interest by July 23, 2024, to contest the determination. All participating vendors must be registered in the System for Award Management and submit invoices through the Internet Payment Processing Platform.

NOTICE OF SOLE SOURCE INTENT THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation's Missouri Basin Regional Office intends to award a contract for Law Enforcement and Security Surveillance Patrol Services. The contractor will be responsible for enforcing state and local laws within the Nelson Reservoir, Dikes, and Recreation Complex on lands immediately surrounding the Nelson Reservoir Area. This contract will require the contractor to perform increased law enforcement services at Nelson Reservoir Area during periods of high recreational use. Nelson Reservoir is approximately 17 miles east and 2 miles north of Malta, Montana. Reclamation has the authority to establish contracts with local law enforcement agencies to enforce state and local regulations as appropriate. Reclamation has found the Phillips County Sheriff's Department to be the only source with full arrest authority in Phillips County, Montana, to successfully complete the required security and surveillance services and meet the requirements of Reclamation's Threat Condition Protection Measures. Reclamation anticipates Request for Quote (RFQ) No. 140R6024Q0083 for this requirement will be issued to the System for Award Management (SAM) website on or around August 1, 2024, as a sole source requirement. Proposals will be due approximately 15 calendar days after the solicitation is issued. The resulting contract will be for a 12-month base period and include four additional 12-month option periods. The Government anticipates an award on or around September 12, 2024 and services to begin September 22, 2024. Since Reclamation's experience is that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Determination to Solicit from a Single Source is being prepared. Vendors that have questions regarding the sole source nature of this requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration and potential quote evaluation, vendors must submit their written Letter of Interest no later than July 23, 2024 at 2:30 PM MDT. Responses received after July 23, 2024 may not be considered by the Government. Letters of Interest in response to this notice must be emailed to the Contract Specialist, Michael Hirsch, at contact@example.gov. All responses should include the vendor's SAM UEI Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a small business or an other than small business under the North American Industry Classification System (NAICS) Code 561612 Security Guards and Patrol Services. This sector does not have a small business size standard. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive requirement. Any vendor interested in doing business with the Federal Government must be registered in the SAM database prior to award of a contract or agreement. SAM is a Federal Government-owned and operated FREE website that consolidates the Central Contractor Registration (CCR), Online Representation and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). This website is located at https://sam.gov. All invoices for this procurement must be submitted through the Department of Treasury's Internet Platform (IPP) located at www.IPP.gov. Any questions regarding this proposed action can be directed to Michael Hirsch at contact@example.gov.
