P-271, E-130J Main Operating and Training Base, MCAS Cherry Point, NC
Solicitation # N4008526R0262
This project involves the construction of all operational and support facilities for the E-130J Main Operating Base and Fleet Replacement Squadron training campus at Marine Corps Air Station Cherry Point, North Carolina. The scope of work includes the development of an aircraft parking apron, access apron, taxiway, a two-story three-bay aircraft maintenance hangar built on deep foundations, a security guard house, a training building, a Mobile Support Unit operational compound, and a ground support equipment warehouse. Additionally, the project requires the renovation of Building 244 for academic and applied training, significant road widening along Roosevelt Avenue and access roads, and utility upgrades including a new electric substation and pump station. The total magnitude of construction is estimated to be over 1 billion dollars. The procurement follows a design-bid-build model utilizing an Early Contractor Involvement approach divided into two segments. Segment I focuses on preconstruction services, where the government intends to award three contracts to contractors who will collaborate with the Designer of Record to identify constructability risks and provide value engineering recommendations. Segment II covers the actual construction services, which will be awarded to only one of the three prequalified contractors from Segment I. The evaluation process for both segments utilizes a best value tradeoff process, with non-price factors being significantly more important than price in Segment I and approximately equal to price in Segment II. The solicitation is unrestricted for full and open competition under NAICS code 236220. Preconstruction services are expected to be awarded by January 2027 with a performance period of approximately 700 calendar days, while construction services are anticipated for award by September 2028 with a performance period of 1,825 calendar days. Key regulatory requirements include FAR clause 52.219-14, which limits payments to non-similarly situated subcontractors to 85 percent of the government payment, and adherence to the Construction Wage Rates Requirements statute.
