The Bureau of Indian Affairs (BIA), Northwest Regional Office (NWRO) on behalf of the Great Plains Regional Office (GPRO), Cheyenne River Agency, Walter Miner Law Enforcement Center intends to enter into a sole source firm-fixed price contract with the CRST Sanitary Landfill for waste removal services under the authority of FAR 6.103-1 and 41 U.S.C. 1901.

The Bureau of Indian Affairs, Walter Miner Law Enforcement Center requires waste management services. Waste Management services are primarily provided by CRST Sanitary Landfill and is the sole service provider for the Agency. No other provider of these services is available for this location. They manage the day-to-day residential and commercial solid waste collection and routes across the reservation.
In accordance with Cheyenne River Sioux Tribe Resolution No. 128-2021-CR, BIA, BIE, DOI, IHS, HHS, GSA and other Federal Government agencies shall utilize Cheyenne River Sioux Tribal Government services and facilities whenever available on the Cheyenne River Reservation, and be it further resolved, that CREDCO managing, operating, updating, upgrading, and maintaining the Reservation-Wide Solid Management System and Landfill on behalf of the Cheyenne River Sioux Tribe hereby be issued the Permit No. 1-2021 as the exclusive solid waste collection, transportation, and disposal contractor the for all solid waste generated within the exterior boundaries of the Cheyenne River Indian Reservation and contains the provision. The CRST Sanitary Landfill is the only responsible source and no other supplies or services will satisfy agency requirements.
