Full Description

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. Notice Number W91ZLK-15-T-0231. The Army Contracting Command Aberdeen Proving Ground, Tenant Contracting Division, 6001 Combat Drive, Aberdeen Proving Ground MD 21005 has a requirement to procure cable television and high speed internet to Aberdeen Proving Ground Garrison and supported tenants located at Aberdeen Proving Ground, Maryland. CLIN 0001: High Speed Internet - 16 megabits per second (MBPS) CLIN 0002: High Speed Internet - 50 MBPS CLIN 0003: High Speed Internet - 75 MBPS CLIN 0004: High Speed Internet - 100 MBPS CLIN 0005: High Speed Internet - 120 MBPS CLIN 0006: Standard Cable Television Service CLIN 0007: High Definition Cable Service CLIN 0007: Internet and Cable component installation services The government intends to award a firm fixed price, sole source purchase order to Comcast of Harford County, 30 N Parke St, Aberdeen, MD 21001-2436 in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This requirement is for High Speed Internet and Cable access, as well as technical support and maintenance, to Aberdeen Proving Ground Garrison and supported Garrison tenants. The Period of Performance for this requirement is 11 June 2015 through 10 December 2015. Comcast of Harford County owns and maintains a significant portion of the underground cable infrastructure at Aberdeen Proving Ground used to provide the required services. Not obtaining this requirement will result in a significant duplication of efforts in costs and man-hours and would adversely affect the mission for tenants that require cable and internet access. The associated North America Industry Classification System (NAICS) Code is 517110 and the Business Size Standard is 1500. Posting date of this requirement is 21 May 2015. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 5:00 PM Eastern Daylight Time, 31 May 2015. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. This award is being made by the U.S. Army Contracting Command - Aberdeen Proving Ground Tenant Contracting Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005-3013.
