S -- Sewer Utility Service for a Proposed Federal Correctional Institution to Be Located at McDowell County, West Virginia

The Federal Bureau of Prisons has a future requirement for sewer utility services at a proposed Federal Correctional Institution (FCI) and Federal Prison Camp to be located in McDowell County, West Virginia near the city of Welch. The facility will house approximately 1,500 inmates and auxiliary facilities to serve various components of the facility including administrative structures, staff training facilities, warehouses, central utility plant, and other generic institutional elements. The North American Industrial Classification System (NAICS) code is 221320 (Size Standard: $6.0 Million Revenue). The contractor will be required to reserve in their wastewater treatment systems adequate capacity to accept and treat an estimated average daily discharge of 255,000 gallons. The contractor will be responsible for providing and coordinating all services required to deliver sewer services to the designated point of service. A permanent sewer service connection shall be available by December 1, 2007. Permanent service commencement date of June 1, 2008 is required. The resulting contract will be a firm-fixed price with economic adjustments and shall have a performance period of a minimum of one year and maximum of ten years duration. The following factors shall be used to evaluate offers. The evaluation factors with the exception of price are listed in descending order of importance: past performance, technical, small business subcontracting, and price. All responsible sources may submit an offer which shall be considered by the Agency. Participation by small, small-disadvantaged, HUBZone small business, woman-owned small businesses, veteran-owned small businesses, and service disabled veteran-owned small businesses is encouraged.
