Full Description

This contract action was accomplished using other than competitive procedures because there is only one responsible source as this contract is for utilities, and no other supplies or services will satisfy agency requirements. (FAR 6.302-1). See posted J&A for further information. The ACE-IT has a requirement for Bellsouth Telecommunications, Inc. to relocate AT&T telecommunication facilities located at 1165 Porters Chapel Road, Vicksburg, MS. The requirement includes removing two (2) DDM2000s, one (1) DDM1000, two (2) fiber panels, one (1) Canoga Perkins, two (2) 90 type cabinets and associated items. All AT&T telecommunication facilities in Room 1071 must be moved to Room 1084 and new AT&T equipment will be required in Room 1084 to complete the relocation. In addition, the 90 type cabinet located in Room 1084 will be removed and retired. All existing AT&T services working from the old equipment will be cutover to the new equipment installed in Room 1084. In accordance with FAR 13.106(b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name or industrial mobilization). Bellsouth Telecommunications, Inc is the local LEC and has done the previous work on this project in this area. The equipment is owned by Bellsouth Telecommunications, Inc ; therefore no other contractor can issue the relocation.
