The South Texas Veterans Health Care System requires routine solid waste disposal services, including cardboard recycling, for its San Antonio, Kerrville, and Corpus Christi locations. To bridge the gap while a full competitive procurement is conducted, the government plans to award a two-month interim contract to Allied Waste Services on a sole source basis, citing unique equipment requirements and cost-effectiveness. The contract covers the period from August 2010 through September 30, 2010, and it is intended to prevent service disruption and avoid additional costs that could result from switching vendors during this short timeframe. This contract is issued under FAR 6.302-1 and 10 U.S.C. 2304(c)(1), with no formal solicitation beyond this announcement, following Federal Acquisition Regulation guidelines for commercial item acquisition and simplified procedures. This interim contract falls under NAICS code 562111, covering solid waste collection, and the applicable small business size standard is $12.5 million. The Department of Veterans Affairs, through its 257-NETWORK Contract Office 17 in San Antonio, Texas, manages the procurement. A full and open solicitation for a multi-year contract will be released separately at a later date, anticipated on or after January 4, 2010, ensuring sufficient time for thorough competition to meet all agency requirements moving forward.
