This is an INTENT TO SOLE SOURCE NOTICE only. This notice for commercial services is prepared in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 15 intends to negotiate and award a sole source, firm fixed price contract to Cox Kansas Telcom LLC for bulk cable television service at the Robert J. Dole VA Medical Center, 5500 E. Kellogg Avenue, Wichita, KS 67218 1607. The statutory authority is FAR 6.302 1, Only one responsible source, in conjunction with FAR Part 12 for commercial products and services. The applicable NAICS code is 517111 and FSC/PSC is S119. The Medical Center has an ongoing requirement for bulk cable TV service for patient rooms and common areas. The existing distribution system and wiring are Cox specific; an alternate vendor cannot use the installed infrastructure to provide equivalent service. Transitioning to another provider would require full removal and replacement of wiring, distribution equipment, and related components throughout the facility, plus new vendor equipment and service, resulting in costs and operational impacts the Government cannot reasonably incur at this time. Such work would also involve intrusive modifications to historically significant buildings dating from the early 1930s, creating additional technical, cost, and schedule risk, and likely causing extended disruption of cable service that would negatively affect patient experience and mission support. Cox is currently maintaining service compatibility with the legacy system; other vendors do not offer this capability on the existing infrastructure. Due to these unique technical, historical facility, and logistical constraints, Cox Kansas Telcom LLC is the only responsible source capable of providing the required bulk cable television service without unacceptable cost and operational risk, and no other supplies or services are considered acceptable to meet the Government s minimum needs. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED.
