This Sources Sought Notice is issued solely for information gathering and acquisition planning purposes. This notice does not constitute a solicitation, Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or a commitment by the Government to award a contract. The Department of Veterans Affairs is conducting market research to identify qualified sources capable of meeting the requirements described herein and to support acquisition planning activities. Responses to this notice will be used by the Government to assist in determining the appropriate acquisition strategy for a future competitive procurement. Based on information received, the Government may determine whether a set-aside is appropriate or may pursue another acquisition strategy. The Government will not reimburse any costs incurred in responding to this notice. The Department of Veterans Affairs is conducting market research regarding a potential requirement for Hazardous Waste Disposal Services for the Southern Arizona VA Health Care System (SAVAHCS). The Contractor shall provide all labor, supervision, management, transportation, materials, supplies, equipment, analytical services, containers, manifests, documentation, training, facilities, and other resources necessary to support hazardous waste management operations. Services may include, but are not limited to: Collection of hazardous waste from designated SAVAHCS locations. Waste characterization and profiling. Packaging, labeling, manifesting, and transportation of waste. Treatment, storage, recycling, energy recovery, and disposal services. Hazardous waste sampling and laboratory analysis. Environmental sampling services. Emergency spill response services. Regulatory reporting and documentation. Employee training support. Waste streams may include: Hazardous Waste Extremely Hazardous Waste Universal Waste Pharmaceutical Waste RCRA Pharmaceutical Waste P-Listed Pharmaceutical Waste Chemotherapy Waste Antineoplastic Waste Mixed Waste (Medical and Hazardous Waste) Special Medical Waste Collection activities may occur in various clinical and pharmacy locations throughout SAVAHCS, including but not limited to: Post-Anesthesia Care Unit (PACU) Hemo-Oncology Specialty Procedure Unit (SPU) Inpatient Pharmacy Outpatient Pharmacy REQUIRED CAPABILITIES Interested firms should demonstrate experience and capabilities in the following areas: Hazardous Waste Management Hazardous waste identification and characterization Waste profiling and regulatory compliance Collection, packaging, and transportation Treatment, storage, and disposal services Universal waste management Pharmaceutical waste management Environmental Sampling and Analytical Services Capability to perform environmental sampling and laboratory coordination including: Air quality sampling Mold sampling Asbestos sampling Hazardous waste analytical testing Regulatory Compliance Ability to comply with: Environmental Protection Agency (EPA) regulations Department of Transportation (DOT) regulations Occupational Safety and Health Administration (OSHA) requirements Resource Conservation and Recovery Act (RCRA) State and local environmental requirements Department of Veterans Affairs requirements Training Capabilities Ability to provide: Hazardous waste management training DOT hazardous materials training Train-the-trainer support Environmental compliance education Emergency Spill Response Capability Respondents shall confirm whether they can provide emergency spill response services with on-site response capability within four (4) hours after notification by the Government.
