The contract 36C24526Q0098 issued by the Department of Veterans Affairs Network Contract Office 5 (NCO 5) is a firm fixed unit price Blanket Purchase Agreement (BPA) for Municipal Solid Waste Disposal and Recycling Services covering four Veterans Affairs Medical Centers (VAMCs) and seventeen Community Based Outpatient Clinics (CBOCs) within the VISN 5 region in West Virginia. The BPA has a base performance period starting April 1, 2026, through March 31, 2027, with four subsequent option years extending through 2031. The contract is a tiered small business set-aside focusing on Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran-Owned Small Businesses (VOSB), and other small businesses, adhering to VA Acquisition Regulation (VAAR) 819.7010 and FAR 12.201-1 for commercial item acquisitions. Evaluation will follow a tiered and comparative process under FAR 12.203, emphasizing technical performance and past performance alongside pricing. The procurement covers detailed scope requirements including solid waste collection, container servicing (containers ranging from 2 to 30 yards and press balers), spill cleanup response, reporting, and compliance with all relevant federal, state, and local environmental regulations. The statement of work and Quality Assurance Surveillance Plan (QASP) place significant emphasis on performance standards such as replacement of damaged containers within 48 hours, spill cleanup within 12 hours, strict adherence to collection schedules, and monthly reporting of waste and recycling disposal by weight. Contract administration and surveillance will be conducted through periodic inspections and validated customer feedback with a structured past performance evaluation process involving quality, schedule, and business relations ratings. Payment terms require timely and accurate invoicing submitted at least 30 days after monthly service completion, although specific invoicing systems or payment address details are not identified. The contract documents underscore rigorous enforcement of service quality through Contract Discrepancy Reports and Corrective Action Plans for unacceptable performance, incentivizing successful vendors via option year exercises tied directly to demonstrated contract compliance. Key points of contact for the RFQ process are identified within the VISN 5 Contract Office, with submission deadlines for quotes and questions clearly set in early 2026. Pricing schedules included detailed unit prices by container type and service element; however, the publicly available documentation lacks aggregated total contract value or finalized pricing figures, indicating these may be established post-award based on specific ordered quantities.

J044--NOTICE OF INTENT TO SOLE SOURCE Baltimore VAMC Steam System Preventive Maintenance from Vicinity Energy Baltimore Corporation
Solicitation # 36C24527Q0048
The Department of Veterans Affairs is issuing a Notice of Intent to Sole Source for an open market award to Vicinity Energy Baltimore Corporation to provide annual steam system preventive maintenance at the Baltimore VA Medical Center. This requirement, classified under NAICS code 561210 and PSC J044, is driven by the fact that the facility's steam equipment is directly connected to the district steam distribution system owned and operated by Vicinity Energy. Due to this interconnected configuration and the proprietary operational data involved, the government identifies Vicinity Energy as the sole source capable of ensuring the reliable operation of the system without risking the broader distribution network. The scope of work requires a two-person crew to provide eight hours of service every two weeks, totaling 416 labor hours per year. Key responsibilities include steam trap surveys, cleaning pressure-reducing valves, inspecting heat exchangers, and ensuring proper water chemistry and meter operation. The contractor must supply all necessary parts meeting original manufacturer specifications and provide emergency call-back services with a technician on-site within five hours of notification. The anticipated period of performance is one year from the award date, with the possibility of option-year extensions. Interested vendors may submit capability statements to Contract Specialist Patricia Thai by 11:00 AM EST on November 10, 2026, referencing announcement number 36C24527Q0048. These submissions will be used solely to determine if the procurement will be conducted on a competitive basis. All work will be performed at the Baltimore VAMC, adhering to strict VA security, safety, and infection control requirements.
