The solicitation covers a base period beginning July 1, 2026, through June 30, 2027, with options for two additional one-year extensions, potentially extending the contract through June 30, 2029. The services required include comprehensive landscaping maintenance such as site surveys, fertilizing, edging, mulching, trimming, pruning, herbicide application, and weed control, alongside snow and ice removal that involves plowing, shoveling, application of de-icing materials, snow relocation, and ensuring safety and accessibility at designated areas including driveways, parking lots, walkways, and critical operational zones like ambulance pick-up and drop-off zones. The contractor must provide all labor, equipment, materials, and supervision while complying with all federal, state, and local laws, including VA security policies, and operate services 24/7 as determined by the Contracting Officer Representative (COR). The contract emphasizes environmental considerations requiring use of non-corrosive, approved de-icing agents and eco-friendly herbicides. Performance standards align with the American Society of Landscape Architects, focusing on safe, reliable, and efficient service while protecting VA property and ensuring minimal disruption to hospital operations. The contractor must maintain continuous communication with the COR, submit detailed service reports, and adhere to strict safety protocols including PPE usage and hazard reporting. The procurement process is governed under Federal Acquisition Regulations with a thorough evaluation of price, technical capability, and past performance. Quotes are due June 5, 2026, and must include detailed technical and past performance information, and comply with System for Award Management registration requirements to be eligible for award. The government anticipates awarding the contract based on the lowest price technically acceptable proposal that best meets the outlined requirements.
