SOURCES SOUGHT OBJECTIVE
This is not a solicitation. This sources sought notice is issued to identify qualified and capable sources, obtain industry feedback, and assess the availability of small business concerns under NAICS 561730 (Landscaping Services). The Government may use the results of this notice to determine the appropriate acquisition strategy. If a solicitation is later issued, it will be announced separately.
REQUIREMENT
The Department of Veterans Affairs (VA), VISN 15 Network Contracting Office, seeks industry input from capable sources able to provide Grounds Maintenance Services at the Jefferson Barracks VA Medical Center. The draft Performance Work Statement (PWS) describing the requirement is attached.

3. Capabilities Statement
Will you, as the prime contractor, perform the grounds maintenance services directly (do not answer yes if you have a subcontractor, partner, teaming agreement, 1099s that will perform the grounds maintenance services)? If so, describe your relevant experience, equipment, staffing, and any state or professional licensing applicable to grounds maintenance services at the Jefferson Barracks VA Medical Center.
If you do not directly perform grounds maintenance services but will use a subcontractor, teaming partner, partner, and/or 1099s to perform services, see #4 below.
Based on the draft Performance Work Statement, estimate how often the use of herbicides/pesticides will be required at this site. Describe the type of herbicides and/or pesticides required for this work.
Indicate whether a State of Missouri commercial applicator license is required for the determination and use of any herbicides/pesticides under this requirement. State whether you, as the prime contractor, hold this license or whether you plan to subcontract these services. Describe how often the subcontractor will be used for consultation and/or performance of herbicide/pesticide application services.
4. If you do not directly perform grounds maintenance services but will use a subcontractor, teaming partner, partner, and/or 1099s to perform services under this requirement: Describe in detail, referencing specific sections of the Performance Work Statement (PWS), the labor, equipment, and supervision you, as the prime contractor, will provide, and identify which PWS services you will perform. Vague or general statements that do not allow the Agency to identify which PWS services you will perform will not be considered for market research purposes and may lead the Agency to conclude that you are not a viable source.
