The Defense Information Systems Agency (DISA) is seeking sources for the Portfolio Acquisition Executive (PAE) Command, Control, Communications, and Enterprise (C3E) Electromagnetic Spectrum Information Technology Modernization (EMS-IT Mod) Support Contract. This new requirement is for Systems Engineering and Technical Assistance (SETA) to provide advisory, systems engineering, and program management support. The primary objective is to transition legacy spectrum management and situational awareness systems, such as GEMSIS and SXXI, into a unified, cloud-native, AI-assisted ecosystem on the Maven Smart System (MSS) using the Edge Data Mesh and Joint Operational Edge Cloud. To prevent organizational conflicts of interest, the contractor is prohibited from performing hands-on platform coding or software development on the MSS baseline. The anticipated period of performance runs from February 15, 2027, to February 14, 2031, consisting of a twelve-month base period and three twelve-month option periods. Work will be performed at the contractor's site and at DISA Headquarters in Fort Meade, Maryland, with classified work restricted to government facilities. Required capabilities include expertise in user-centric design for disconnected, disrupted, intermittent, and limited (DDIL) environments, EMS mission analysis workflow optimization, and the integration of physics-based modeling and simulation into cloud and edge environments. Additionally, vendors must demonstrate experience integrating EMS capabilities with Joint Command-and-Control and Joint Tactical Fires systems, as well as utilizing large language models and machine learning for legacy data migration.
