The Naval Undersea Warfare Center Division Newport is awarding a Firm-Fixed-Price contract to Saab, Inc. for engineering services related to the AUV62-AT Acoustic Target system. This requirement is being solicited on a sole source basis under NAICS Code 541330 because Saab is the proprietary manufacturer and the only source with the necessary technical knowledge of the system. The scope of work focuses on the development of System Engineering Plans, cost planning, scheduling, and risk assessments specifically for the acquisition and retrofit of targets, with a particular emphasis on helicopter launch and recovery utilizing the Mk146 launcher and Mk2 recovery cage, as well as maintenance, sparing, and logistics. Key deliverables for this effort include a Systems Engineering Management Plan for Launch and Recovery. The procurement process requires registration with the System for Award Management and involves a detailed Statement of Work and price schedule for both engineering services and data deliverables. The government waived the synopsis requirement in accordance with FAR 5.202(a)(13), noting that the cost and time required to qualify an alternative source would be prohibitive.
