The Sacramento County Code, Title 22, is being amended to align with recent California state laws, particularly SB 684 and SB 1123, to streamline land division and development processes within unincorporated areas of the county. The amendments reassign hearing authorities for subdivision maps, designating the Subdivision Review Committee as the body for most tentative maps while reserving the Planning Commission for vesting maps that align with existing zoning, specific plans, or the General Plan. The Director of the Department of Community Development or their designee will now handle all extensions of time for maps. Certain land division projects complying with specific sections of the Government Code — 65852.28, 65913.4.5, and 66499.41 — will be excluded from Title 22 requirements, enabling ministerial review without discretionary approval. Administrative updates include revising outdated terminology, replacing references to the Planning Director with County Engineer or County Surveyor where applicable, correcting grammatical inconsistencies, and updating supporting documents such as the Zoning Code User Guide to reflect current practices. These changes aim to improve efficiency, reduce redundancy, and ensure compliance with state mandates governing land use and development. The project is being administered by Sacramento County's Department of Community Development, with oversight centered in Sacramento, California, and applies throughout unincorporated areas of the county. The work is not a federal procurement and contains no contractual clauses, pricing, payment terms, or solicitation structure as defined under the Federal Acquisition Regulation. Instead, it is a legislative and administrative update to local land use law, initiated through CEQA-exempt processes based on ministerial approvals and state statutory exemptions. No contractors, vendors, or offerors are involved, and no acquisition or delivery terms such as FOB, invoicing methods, or payment offices are applicable. Key contacts for the project are Julie Newton, Environmental Coordinator, and Todd Smith, Director of Planning & Development, who serve as the primary points of coordination. The amendments are intended to modernize county regulations, enhance procedural clarity, and facilitate compliant development while minimizing administrative burden and aligning with evolving state policy.

The project consists of amendments to Sacramento County Code (SCC), Title 22, specifically Chapters 22.05-22.30, 22.40-22.45, 22.60, and 22.100-22.400, to incorporate recent changes in California state law, as well as changes to facilitate land division and development with Sacramento County. The proposed County Code Amendments are as follows: 1. Amendments to Sacramento County Code, Title 22 to: a. Identify the Subdivision Review committee as the hearing body for tentative subdivision maps, excluding "vesting" maps that are consistent with existing zoning, applicable Specific Plan, and/or General plan land use designation. b. Identify the Planning Commission as the hearing body for vesting tentative maps that are consistent with applicable zoning, Specific Plan, and/or General Plan designation. c. Identify the Director of the Department of Community Development (or designee) as the hearing authority for all map extensions of time. 2. Land Division Projects pursuant to SB 684 and SB 1123 The proposed revisions will amend a portion of the SCC so that the provisions of Title 22 are inapplicable to projects consistent with the guidelines of Sections 65852.28, 65913.4.5, and 66499.41 of the Government Code. 3. Administrative Amendments Update and clarify outdated language in Title 22, such as references to Public Works Department; and clarification of "board" and "director"). Update references to the Planning Director to County Engineer or County Surveyor where applicable. Correct minor grammatical errors and consistency in terminology. Update County processes, applications, and guides, including but not limited to the Zoning Code User Guide.

Arboretum Specific PlanThe project pertains to a comprehensive land use amendment and development entitlement package for a 9.3-acre site at the northwest corner of Sierra Avenue and Terra Vista Drive in Fontana, California, involving multiple approvals under the Arboretum Specific Plan. The request includes amending the General Plan to change the land use designation from Residential Planned Community to General Commercial, modifying the Specific Plan to reconfigure planning areas and park sites, and approving a mixed-use commercial center composed of a 49,362-square-foot grocery store, a 13,017-square-foot inline shop building, a 9,544-square-foot pad building, and a 3,694-square-foot drive-thru restaurant. Accompanying approvals encompass a Conditional Use Permit for off-premises alcohol sales, a Tentative Tract Map to subdivide the retail center, and a Tentative Parcel Map to reconfigure remaining parcels and park areas within the plan. A Development Agreement has been amended to align with the revised land uses, and the project has received environmental clearance through an Addendum to the existing Environmental Impact Report under the California Environmental Quality Act, with a Mitigation Monitoring and Reporting Plan formally adopted to ensure compliance with identified mitigation measures. The applicant, represented by Daniel Wolzniak of Lewismc.com, is undertaking the development in coordination with the City of Fontana, which acts as the Lead Agency under CEQA and the sole authority responsible for regulatory oversight, approvals, and enforcement. While no traditional federal procurement structure, contract value, or sourcing mechanism is present, the project’s administrative framework includes numerous planning case numbers, environmental documentation, and public review records tied to the State Clearinghouse Number SCH 2006071109. Key contacts for the City include Cecily Session-Goins, Associate Planner, based at 8353 Sierra Avenue, Fontana, CA, who serves as the primary point of coordination. The development also envisions broader community benefits including a regional arboretum, an elementary-middle school, over 3,500 residential units across multiple housing types, interconnected pedestrian trails, bikeways, and full infrastructure upgrades. Despite the absence of federal contract clauses, payment systems, delivery schedules, or invoicing protocols, the project represents a major private development initiative contingent on municipal approval, environmental compliance, and adherence to a legally binding Development Agreement and Mitigation Monitoring Plan.
