Introduction:
The U.S. Army Mission and Installation Contracting Command (MICC) intends to award a firm-fixed-price, sole-source contract to the Jo Carroll Depot Local Redevelopment Authority (JCDLRA) for caretaker services at the former Savanna Army Depot Activity (SADA) in Savanna, IL.


The authority for this non-competitive action is 10 U.S.C. 3204(a)(5) as implemented by FAR 6.103-5, “Authorized or required by statute.” The award is statutorily authorized under the Base Realignment and Closure (BRAC) Act, which grants the Secretary of Defense special authority to enter into agreements with local governments and Local Redevelopment Authorities (LRA) for services at military installations to be closed.


Description of Requirement:
The contractor shall provide all program management, supervision, labor, and equipment necessary to perform non-personal caretaker services for the remaining unconveyed property at SADA. The objective is to maintain designated facilities at an idle status (Level III and IV) to preserve their value and ensure safety and security until the property is fully transferred.


Major services include, but are not limited to:


  • Facilities and grounds maintenance for approximately 467 buildings and associated infrastructure across 3,070 acres.
