Safe Streets SS4A

The City of Green Bay is seeking proposals from experienced planning firms or consultant teams to support its Safe Streets for All (SS4A) initiative, focused on developing a Comprehensive Safety Action Plan. The central aim is to reduce roadway fatalities and serious injuries by implementing a Safe System Approach rooted in data-driven strategies and robust stakeholder engagement. The City’s history of proactive transportation and safety planning, highlighted in the Green Bay Safe Walk & Bike Plan, underscores its commitment to building a safer transportation environment. The chosen vendor will collaborate closely with City staff to develop a detailed project work plan. Responsibilities include comprehensive data collection and analysis such as traffic counts, crash history, and reviews of pedestrian and bicycle networks. Public participation is a key component in identifying community-specific issues and opportunities. The contract also encompasses a wide array of planning activities—from risk assessments and lighting evaluations to feasibility studies for bike sharing, micro transit planning, audits of high-injury roadways, near-miss analyses, and speed management plans. In addition to planning, the vendor will be expected to execute demonstration projects like traffic calming measures and real-time speed management to test and showcase potential solutions. The contract value ranges from five to fifteen million dollars, with a performance period of 30 to 36 months and work located in Green Bay, Wisconsin. Bidders must demonstrate at least three years in business, provide references for similar projects, and maintain specified insurance coverage.
