Safety Air Monitoring and Analytical Referee Systems (SAMARS) Phase III Gas Chromatograph (GC)

The Department of Defense, through the Mission and Installation Contracting Command at Dugway Proving Ground, is procuring a customized Teledyne Falcon Series Gas Chromatograph (GC) under solicitation W911S626PA004. This fixed-price acquisition, funded by RDT&E FY 2026–2027, is part of Phase III of the Safety Air Monitoring and Analytical Referee Systems (SAMARS) project. The primary objective is to replace discontinued MINICAMS instruments to sustain compliant air-monitoring and analytical detection capabilities. The procurement is conducted as a sole-source award under FAR 16.507-7(b) and FAR 8.405-6(a)(1)(i)(B), as the Falcon GC is identified as the only commercially available system capable of meeting the government's unique technical requirements for portability and integrated detection. The required equipment must feature a halogen-selective detector (XSD) for detecting halogen-containing compounds, a quick-change TenaxTA preconcentrating trap, an MXT-1701 column for sulfur detection, and a NumaView touchscreen interface for autonomous operation. Key performance specifications include the ability to complete detection cycles in 15 minutes or less and a target field weight of approximately 25 lbs. The contract includes non-recurring engineering for Phase III interface development and requires delivery of the system in a ruggedized Pelican case to Dugway Proving Ground, Utah, with a final completion date of September 30, 2026.
