The City of East Palo Alto is updating its Safety and Noise Element and the Infrastructure, Services, and Facilities Element to establish a comprehensive policy framework for addressing a wide range of emergency preparedness and response challenges, including seismic and geologic hazards, flooding, dam failure, sea level rise, emergent groundwater, fire hazards, severe weather, drought, transportation risks, and human health threats linked to air quality. These updates also incorporate policies related to stormwater drainage, water supply, telecommunications, solid waste management, and climate change adaptation, ensuring all safety-related systems are aligned with current State law under California Government Code Sections 65302(g) and 65302.15. The updates are informed by an Existing Conditions Background Report and a Climate Change Vulnerability Assessment, both of which will serve as appendices to the General Plan, providing a data-driven foundation for identifying and mitigating natural and human-induced risks to the community. The revisions aim to enhance the resilience of critical infrastructure and services by integrating safety considerations into water supply systems, stormwater networks, and emergency facilities, ensuring consistency and compliance across all relevant elements of the General Plan. The effort reflects a proactive approach to safeguarding public health and safety in the face of evolving environmental conditions, particularly those aggravated by climate change. The project is led by the City of East Palo Alto, with Alvin Jen, Associate Planner, serving as the primary point of contact, and is positioned for implementation in the context of long-term urban planning for a community exposed to multiple environmental stressors.

Full Description

The proposed project provides a policy framework for addressing emergency preparedness and response, seismic and geologic hazards, flooding, dam failure, sea level rise, emergent groundwater, fire hazards, severe weather and drought, transportation hazards, and human health hazards related to air quality. The proposed project also includes goals and policies addressing stormwater drainage, water supply, telecommunications, and solid waste, and climate change adaptation. An Existing Conditions Background Report, which discusses the natural and human-caused hazards that can affect the city, and a Climate Change Vulnerability Assessment, which includes an analysis of how climate-related hazards may harm the community, have been prepared, and will be included as appendices to the General Plan. The focus of the updates to the Safety Element is to address safety-related topics. There are updates to the Infrastructure, Services, and Facilities Element because it contains some topics that are relevant to safety issues (e.g., stormwater systems, water supply, and emergency infrastructure resilience). Updates to the Safety Element and these other focused updates were made so that all safety-related topics are up to date and consistent with State law, per California Government Code Sections 65302(g) and 65302.15.

Development Application DA-25-0009 (201 W Grand) CDP/TM/USEThe City of Grover Beach is seeking approval for a coastal development permit, use permit, and vesting tentative subdivision map to enable the construction of a four-story mixed-use building at 201 W Grand, APN 060-205-018, within the Coastal Zone. The proposed development includes 39 residential condominium units and 4,100 square feet of commercial space along with an outdoor patio area. The applicant is requesting a 20 percent density bonus under the State Density Bonus Law to increase allowable density beyond standard zoning limits, as well as a waiver permitting two residential units to be located on the ground floor, which would otherwise be restricted. The project site falls within a jurisdiction where appeals to the California Coastal Commission are not permitted, making local approvals final. The development is scheduled for review through the city’s planning process with the intent to advance to construction following environmental and zoning compliance. The primary point of contact for this application is Kyle Bell, Senior Planner at the City of Grover Beach, who can be reached via email or phone for inquiries regarding the permitting process. Ben Fine, Vice President of Construction, is listed as a secondary contact representing the developer’s interests. The application was posted as a forecast on August 7, 2026, through the city's planning portal, indicating the next steps involve public review, environmental assessments, and hearings before the planning commission and city council. No competitive solicitation or set-aside provisions are in effect, as this is a private development application subject to municipal land use regulations and coastal compliance requirements.
