Saipan Dumpsters and Disposal Services

The U.S. Department of Defense is soliciting Municipal Solid Waste (MSW) refuse collection and disposal services at the Cowtown site in Saipan, Commonwealth of the Northern Mariana Islands, to support military exercise operations from June 1 through July 16, 2026. The contractor must provide and maintain a minimum of 40 cubic yards of container capacity at Cowtown using any combination of commercial dumpsters, with the service frequency adjusted dynamically to ensure no container exceeds 80% of its capacity at any time, requiring up to daily pickups in addition to the mandatory weekly collection. All waste must be hauled and lawfully disposed of off-site at licensed facilities in compliance with CNMI regulations, with zero tolerance for spillage during collection, loading, or transit. Contractor personnel must obtain necessary access passes for Cowtown and Saipan International Airport, coordinate site entry with the designated USAF point of contact, and comply with all installation security protocols, including adherence to a DD Form 254. A dedicated Contract Manager must be designated within five days of award, available throughout the performance period, and capable of responding to the Contracting Officer or Contracting Officer’s Representative within two hours via phone or email, with a 24-hour emergency contact provided. The contractor must maintain a Quality Control program aligned with commercial standards and ensure full compliance with all performance metrics including timeliness of dumpster placement by May 29, 100% adherence to the 80% capacity rule, zero spillage verified by direct observation, and emergency response within specified timeframes.
